The development of Tijuana as a leading economic, political and cultural player in northwestern Mexico transcends municipal boundaries and reaches the urban areas of Rosarito to the south and Tecate to the east, which is why strategic planning is essential, if we are to become the metropolitan area we all desire.
The expectations for the future must be considered from all angles: Border crossings, tourism, public safety, water supply, environmental care, education and culture all directly affect the economy of the region and hence the welfare of all citizens.
